There are many options for making your computer run cooler. If you are talking about a notebook and you have it on your lap, your only real option is to put something between you and the computer, but installing a low-heat memory module may help as well.
If you have a desktop computer, you have dozens of options for cooling: a better fan; an extra fan; a liquid cooling system.
In general make sure your notebook's cooling vent is not directly against any surface, or that your desktop's fan is not blowing into a small space (such as by being up against a wall).

What I would do is add some fans inside of the case, or, if you don't want it to be loud, remove all fans and add a liquid cooling system to your tower. You can find these and other great accessories pretty cheap at www.tigerdirect.com

install better fans, i have 1 for my cpu, 3 case fans all 80mm..
or u could change over to water cooling. which does cost a bit but well worth it since no noise
