clean it out with hot water and bleach or at least water and bleach. that will kill the germs and once it's dry put baking soda in the bottom of it. the baking soda absorbs the odor. make sure that when you put garbage in it that the bags are closed. that should minimize the flies and the stink.
PS if it's one of those cans you have to roll to the curb remember to put on some old clothes that you don't mind getting bleach on.

if u want to have less flies, store the garbage can outside were the flies are free to roam. also clean it out with disinfectent and before u put in a garbage bag put in a dryer sheet with the highest scent rating.

Wash your can out. Spray a mixture of 50% bleach and water on the inside, let it sit for 10 minutes and rinse out. Use a scrub brush and the solution if you need to.

Throw it away, and clean the new one once a week, if It's like one of the big city ones, clean it with bleach and scrub and clean it every once and a while, as long as it gets cleaned the smell should be that bad.

I would try using Clorox. Soak if for a while, then rinse it out. Be careful with what you wear so you don't bleach your good clothes.
