1. use a concealer to cover up just the blemishes
2. get a foundation to cover your face
3. apply the rest of your make-up (mascara, blush, eye shadow, eyeliner,ect.)
4. and finally finish with some powder, which helps lock in your make-up and stop your face from getting oily.

It's a good idea to use a concealer to cover up blemishes.Go for CoverGirl Invisible Concealer in a shade lighter than your natural skin tone. Dot concealer on blemishes and let it dry for a second then set the concealer by lightly dabbing it with a cotton swab with a little loose powder on the tip..... If you wear foundation, apply that first .

Apply your makeup in this order: Foundation, Concealer, then Powder (Concealer after foundation bc alot of times if you apply the Foundation after concealing it shifts the Concealer too much), as follows:
-Foundation: Choose a foundation that blends perfectly or is just BARELY darker than your skin tone - if you'll be having pictures taken, you'll want the one that's a little darker. Use your fingertips (specifically your middle and ring finger) or a foundation brush (found at Sally's and most Beauty Supply stores) - for me it's easier to use fingertips when applying my own makeup. To apply, dot the area you'll start with, such as your forehead, then apply evenly over your entire forehead, same goes with the rest of your face, but be tender around the eye area. Apply 1/4 down your neck.
-Concealer: Try this one, as directed, you can find it in most grocery and drug stores: http://www.physiciansformula.com/detail_list.asp?itemid=02467&scene=CONCEALERS&categorid=110 - apply on under eye circles, blemishes (sometimes using rolling movements with your pinky finger is easiest) and other places as needed.
-Powder: Apply over foundation & powder, using a large blush brush - this keeps you from looking overly powdered, but also won't shift the foundation and concealer as much as the powder pad would.
If you reapply your powder later, use a tissue to blot any excess oil, then apply the powder with your blush brush.

A concealer from a mineral makeup line, followed by mineral foundation -- which also has zinc in it, a mineral that helps to clear acne.
Also, try Acnomel for controlling the breakouts (use at night, before bed, on clean skin.
