hit control-alt-del
this will bring up the task manager
click on the processes tab
scroll down the list looking carefully for any process that might be in anyway associated with this pic
there has to be something running that is associated with it thats the only reason for that error
if you cant tell just start closing them 1 at a time if its a process your not supposed to close windows wont let you so dont worry
just close a few then try to delete then close a few and try to delete do this till you delete it
if any of your programs act funny after closing all the processes just reboot and they will all start again
good luck

Try booting you PC in Safe Mode.
While the PC is booting repeatedly press the F8 key until you get a menu page that allows you to select Safe Mode
The PC will boot a little different then normal, so don't panic
Once it does come up, everything on the screen may be larger than normal. Again, this OK.
Empty the Recycle Bin
Reboot the PC normally

When you are in Safe Mode, it only loads the bearest essentials needed to run Windows, so whatever might be using that file should not load in Safe Mode. It is also recommended that when you virus scan or spjyware scan your PC, that you do it in Safe Mode.

you need to have an icon on your own computer. perfect click it and also you'll see a delete function. also yet in a special thanks to do it. visit mycomputer. go for your Cchronic, precise click and visit homes. you'll see a container that asserts Disk Cleanup. Hit that container, it may take awhile. it really is going to delete your recycle bin and different issues that want deleting. you are able to bypass your recycle bin, yet there is no delete function.
