The bottom of the wall that has started to chip isnt ever touched by anyone and its weird because I will just randomly see the paint (white dust) on the floor. I have wooden floors and there is a basement underneath my apartment. not only that but where ever there is this white dust (dried paint) i also see hair balls and dust. Any ideas whats going on?

The CORRECT answer is...you need to have your house inspected for termites, carpenter ants, and mice. One of these 3 are the likely cause...and since you see hair balls I'm thinking it's mice. Address this promptly before you have a big problem.

Sounds like an infestation of some kind.
Maybe termites or rodents. Contact your favorite termite company.
