The New York area has lots of fine universities. If you are really smart and can get funding, then Columbia and NYU are at the top.

If money is a problem, or you don't have the kinds of grades and SAT scores to get into Columbia, then CUNY may be your best choice. As a resident of New York City, this might be your most cost effective choice.

If you want to stay near home, Manhattan College and Fordham both are both located in The Bronx. They are both Catholic universities -- but you don't have to be Catholic to go there.

Fordham university, class of 2006. I was a psych major, probably one of the best departments in the school. It is rather pricey though, even for a commuter. You could either apply to the College of Arts and Sciences or the College of Liberal Studies which is predominately at night.
Not sure where in the BX you are, but Fordham's 6 blocks from the D train (if memory serves me) and it's 8 blocks from the 4.

As far as price is concerned, check out the CUNY colleges.

I recommend you starting off at a community college than work on your A.A. in whatever major that interests you the most and than you can transfer to a state university. I have the SUNY system is very good university system. My major is finance and pre-medical, which can be hell sometimes but anything you want you will have to work hard for it.

If your not sure on what your going to do and starting with liberal arts, go to community college, theres nothing wrong with it and most transfer programs will allow you to keep any credits put in toward your major in the future.
