If you haven't the time to order online and you're in too urban an area to have access to livestock/feed suppliers, most fabric stores sell burlap, of which gunny sacks and their ilk are often made.
It's by no means an inexpensive option, but if you're doing this as part of a school or church activity, they might be interested in keeping them for future such activities. You'd also have the advantage of being able to construct them "to size" - I'm not sure I would fit in a standard grain bag. ;)
