When is it legal during/after a serve to step over the line? (Does the ball have to hit the ground, or what?)

The previous poster is right about the "after" part of the serve. After contact has been made with the ball you can step over or on the line. However, during your service motion (and before contact, of course), if any part of your body touches or crosses the line then you are penalized.

To summarize: Once you begin your service motion you cannot touch or cross the baseline until contact is made. However, players can jump and land in the court after contact as long as they started their motion, jumped, made contact and then crossed the line.

As soon as you make contact with the ball on your serve you can step onto the ground over the baseline. You can even make contact over the line if you jump into your serve and your feet don't hit the ground before you hit the ball. I hope this answers the question for you.
