Some titles can vary from company to company, as well as the specific duties of each job. CEO is pretty standard as well as CFO.

Based on the terminology, VP of Operations may be the person who is responsible to make sure the President's policies are put in place. Various department heads report to this VP. If those department heads are not performing as they should, the VP suggests or orders procedural changes made.

The president says, "I think we should look into selling to the teen age market." The VP orders the marketing department to research the buying habits of teenagers. He orders the design department to come up with new product ideas. At some point he orders the engineers to set up a new product line and the manufacturing department to make the product.

Meanwhile, the VP keeps the president informed, and ALL the VPs and department heads work on the costs associated with the project.

Vice President of Operation is in charge of the day to day operation of all departments. I came from the power generation industry and our VP Ops was a very busy man indeed.

This the person who oversees how people are managing the business. They make sure that the goals are being met, an that the people working for them are doing a good job. It depends on the company. If it is a small company, and they don't do much, then they very well could be sitting on their butt. However, if it is a busier company, they should be busy.
