I mean, I know that you pay to download "legally", but my friends say that "not legal" is different than "illegal".

I know what legal and illegal downloads are, but where does "not legal" fit in?

Yes. Downloading music illegally is against the law.
Downloading music legally is allowed by law.

If it's not legal than it is illegal.
Downloading music 'not legally' is illegal and downloading music 'illegally' is illegal. So they both end up being illegal. The same applies for everything. If something is not legal than it is illegal.
