Because it's mean. It's schoolyard politics at its worst.
That doesn't stop most major political candidates from doing it during every election, so I don't think it's accurate to say it's not part of current political agendas.
But I don't think it was every attractive, in the sense of being something that is objectively desirable. But the do say attraction is in the eye of the beholder, and as a political tactic, it appears to be as effective as ever.

Probably because they make themselves look bad. For example, my impersonators here on Y!A. Look, one of them already answered you!
The way politicians SHOULD look at it is, If you aren't part of the solution, you're part of the problem.
Actually, ALL people should look at it like that.
