I have searched the internet for a local dealer...no luck. Is there anywhere in the Cedar Hill, Duncanville area that I can find Java Moss?...any other moss as good? I have Betta fish only.

Bettas (pronounced bet-tah, not bay-tah) do not need Java moss. Some floating plants such as cabomba or anacharis would be fine for them. Najas grass is also a very good floating plant. You could also order it online, but it might be kind of expensive.

There should be many fish and aquarium clubs in and around Dallas. Ask at your LFS (local fish store), they should know about them. If not, do a google search for aquarium clubs. There is bound to be quite a few. I live in Cleveland and there are no less than 7 clubs within an hour of my house, I belong to two of them. You can usually find whatever you are looking for at very reasonable prices from clubmembers.
