they are 2 different things
the CPU is the part of the computer that does all the processing; the monitor is the thing you look at (like a tv screen)

Hit these keys holding down the first, second, and then third at the same time. Ctrl+Alt+Delete
This brings up a choice, so
Hit the Windows Task Manager
then the Performance tab
You can monitor CPU usage here to see how hard your CPU (processor) is working in real time.

I think you mean monitor and its a program that keep a watch on the CPU of the machine to see if its going to high and sometimes too low.
