wow i relaly have no answer for that but i just wanted to say that it is quite a question. you certainly have me puzzled.

Take it you mean toxic algae blooms.
Not found anything on a quick search. Prevention seems a better approach.

I know they have a barge that cuts bottom weeds.
Algae on top of the water might be skimed off but I have never seen it done.
