Lots of ways.
Here's a simple one. Play the movie and pause on the frame you are interested in. Depending on which movie program you are running, there may be buttons that will advance you one frame at a time so you can really get a sharp image... some will be fuzzier, but right around where you want, there may be a clean one. Go up to edit, and copy. Some programs have a function, usually found under File that says export frame as image... better results that way.
Now paste or open that image into any image manipulation program (photoshop, Photosuite
whatever...) play with it if you want...
Save that then in whatever format you want.
Don't be surprised if it's hard to find a sharp frame. There are all kinds of interlacing and focus problems involved. But you might get lucky.

Do a screen print (by pressing the Prnt Scrn button)
Go into a graphic program such as Paint (Start > All Programs > Accessories > Paint) and do a "paste"
Use the crop tool is needed to select just the DVD picture and copy it
Paste it into a new graphics file
