It completely depends on what you intend to use it for. E-mail, web surfing and basic word processing? Buy a cheap system from Dell for $300-400.
Bleeding-edge games, graphics, movies? Make your own system at the Dell site, or call them and tell them what you want to do...they can design for you right then and there.
Why Dell? I already answered this somewhere else, but I've had my Dell for 6 years with very little problem. The one that I did have, Dell fixed the next day at no cost.

People may have brand preference but it really doesn't matter which brand you choose. The parts inside are what counts and customer support from the company you choose. If money is truly no object then get a Mac. If you don't want a Mac then get the most expensive model of whatever brand you choose and you can't go wrong. As far as speed, memory, etc... More is better, bigger is better.
If I had to suggest one brand/model etc. I would choose a Falcon Northwest Mach V tricked out for gaming.

just my opinion, if i were going to buy a new pc i would want at least 1.5 GB of ram, at least 250 GB harddrive and at least 3 GHertz clock speed. these are the important things.

wow i would go for a mac from apple they are great with speed and really nice but hlf of the apple products i have owned had problems
