Basically, it all depends on what you're trying to accomplish. If your goal is to sell music to any kind of wide audience, any element of retardation in the band name isn't going to get you very far. If you are just looking to perform as a goofy side project with your friends, then there's nothing wrong with the name, though I agree "Romantic Retards" is better than "The Romantic Retarded People".

Too long. Cut it short: "Romantically Retarded" or "Romance Retard"
It's easier to remember and catchy.

id go with romantic retards. the people is a little redundant, and makes it harder to say...plus then you could abbreviate as RR or R squared...much cooler with acronyms. :D
