Basically, it all depends on what you're trying to accomplish. If your goal is to sell music to any kind of wide audience, any element of retardation in the band name isn't going to get you very far. If you are just looking to perform as a goofy side project with your friends, then there's nothing wrong with the name, though I agree "Romantic Retards" is better than "The Romantic Retarded People".
