Try the following:

1. K. Gopalsamy's "Stability and Oscillations in Delay Differential Equations of Population Dynamics"
2. John R. Graef's "Oscillation and Dynamics in Delay Equations"
3. Bainov, D D's Oscillation theory for neutral differential equations with delay

It'd help if you mentioned the order of the system with which you're working

Assuming you mean the most common, 2'nd order, 1'st degree equation(s) there's a pretty good paper (by Agarwal, et. al.) on the subject at

http://web.umr.edu/~bohner/papers/oosodde.pdf

(You'll need Acrobat to read it since it's a .PDF)

You might also check out the 'Electronic Journal of Defferential Equations' at

http://ejde.math.txstate.edu/

to see if there's anything new been published lately.
