how can i put my transfercase in nuetral in my 95 explorer owners manual says yes dealer says no?

The owners manual should have instruction on how to do this if it says you can. I would believe the manual before the dealer. Most new car dealers are not very knowledgable when it comes down to the nitty gritty.

unfortunatly your owners manual is wrong. You have an electronic shift transfercase, they didn't design it with neutral. no matter what you do, it's either going to be in 4H, 4L, or 2H.
