If you're running your computer and the operating system from the hard drive, you can not format it, because it is still in use.

If this is a 2nd drive, there may be some program running that's invisible to you that is using the drive.

If you want to format the hard drive you are running your operating system from, you need to put the Operating System CD into the drive and reboot from the CD.

However, be warned that this will destroy any data you have saved to the hard drive. Proceed at your own risk.

Some services may be running. You can shut down non essential services using Contril Panel -> Admin tools -> Services

You can also create a boot disk with formating ability and boot the machine using the boot disk. This will ensure that no files from your primary drive is being accessed.
