in the midst of moving, our electric dryer got caught outside in a afternoon shower. Should the dryer be ok once it dries out or is it pretty much fried electrically?

It's probably fried. I would suggest not using it again, but if you want to see if it managed to weather the weather (yeah, I know, not funny), then you can try testing it. I would suggesd doing so with several precautions if you're going to. If you have an outdoor outlet, plug an extension cord into the dryer but not yet into the outlet outside. Turn the dryer to the on position. Then run the dryer out to an area with no grass (a cement driveway, for instance), and put a circle of largeish (fist-sized or a little bigger) stones around it like a campfire. This is a fire hazard, so bring a fire extinguisher, too. It seems a bit extravagant to test a dryer, but it might well go boom. Make sure no one is around, then go to the outlet and make sure you're a good distance away from the dryer. Plug the extension cord in... And watch. If it works and doesn't explode, chances are it's okay. Let it run for a minute or two before you unplug it.

I'd honestly suggest just buying a new one. That's a lot of trouble for an appliance.

That the dryer got caught in an afternoon shower by no means indicates it's ruined. Let the dryer dry out thoroughly, then it should be OK. Most of the components are internal and protected from a minor amount of rain. If however it actually got flooded your probably better off buying a new one.

DO NOT I repeat DO NOT plug an extension cord to a 220 volt circuit!!!

To do so can be more dangerous than plugging a faulty appliance into the circuit directly! If you want to be extra safe have a friend stand by the breaker box and with the power off plug in the dryer. After you step away have your friend turn the power back on. Push the start button (touching nothing but the button) and if the breaker doesn't trip and the dryer starts then your OK. If it does not start, then have your friend turn the breaker off and have a good appliance tech look at it.
