I'm not sure what you're asking. Technical Analysis works for any market; gold, oats, stocks, futures, bonds, currencies, etc.
It's just trend analysis and Support & Resistance and supply and demand. These factors are independent of any language or culture or location.

This is a great question that I've been trying to answer for years. Bloomberg is the best tool for this but it is way too expensive. Just to add onto the question: Given that all historical data on stocks are free, what is the cheapest free softwar out there that can do technical searches?

The charting software is not the issue, it's the data provider. If the data provider doesn't provide price data for the BSE, then it doesn't matter if you have Metastock, Tradestation or whatever. The data provider is the key. Now, you have to make sure your charting software is compatible with the data from that data provider. First step, find the data provider, second step, ask them with charting packages work with their data.
On that note, try esignal (www.esignal.com). If they don't carry price data for the BSE, then ask them if they know who does. It may take some legwork, but someone's has to carry it. Heck, if Yahoo has price data on the BSE, someone is providing it.
