What is a good location (like good big cities) to look into to start a small business like a Bed and Breakfast and a Cultural Cafe?

I know that a B&B is more small and home-syle and ppl go there to relax so what are some good smaller place close to a cities?

You may have two different businesses that draw two different types of crowds. A B&B needs to be another type of attraction(s) like ski slopes, winery, lake etc. You will not be dependant on the foot traffic. Instead you will be needing the draw of the other elements (natural or not) to get your clients into your area. If you have a cultural cafe I would think you would want to be near some sort of main walk traffic like a "quaint" small town main street.
As an example you could put something like this in Los Olivos, CA. Surrounded by wineries and shops that cater to people on vacation. A B&B by itself might be better out away from direct traffic but the Cafe is going to need more traffic than what the B&B will bring in alone.

What is wrong with Oregon? It is a beautiful state and we have no sales tax! I would do southern Oregon as it is more mountainous and just better (can you tell where I'm located? lol).
