Have you been clear in your expectations? Set Timeline?

In either case, you need to set expectation and make him aware of consequence if it is not completed. This insures that he understand the gravity of the situation and increases his responsibility in whatever decision he makes.

It is also important to ask him "Why" he has not completed his responsibility - perhaps there is valid reason?

Some of the words you used in your question are rather harsh and make you sound like a dictator.

You may take this position or this job much more seriously than this person does. Is the position that this person is in, a good fit for them? What are their career goals and is this position in alignment with them? Do you have report with this person? Can you guys sit down and have dinner together or get a beer? If somebody doesn't feel passionately about their role and their work, it can be difficult to respond to everything as if it's an emergency. Instead of firing this person, maybe you should first see if there is a position within the company that is a better fit for them.

Then, when you bring somebody in for this job, make sure that it is truly something that they are interested in and feel passionate about. Otherwise, you will likely be going through the same routine with the other person. Don't lie about the job responsibilities or length of time on the assignment or hours required just to get a body in there. If you don't get the right body, you are just creating more headaches for yourself and stress for somebody else.

Have you tried talking to your subordinate about his lack of a work ethic in the past or is this the first time you've seen this attitude from him?
-If he knows that he isn't working efficiently then I would tell him that there could be dire consequences if the deadline isn't met. Tell him you are rating his future with the company on how well the project goes.

Give him clear and concise expectations on what needs to be done. I have this boss at work that is very vague at times. He seems like he is giving suggestions and not tasks that need to be accomplished. It is very frustrating sometimes to know what he wants done. I'm a very relaxed person at work also but I accomplish everything that is set before me. When this boss gives these vague goals I try to accomplish them the best way I think he wants them done and it is very difficult to know what he actually wants done.
