Yes during the course of negotiating the case. However missing a court date does not do your case any favors. You should show up at every hearing even if you have nothing to say but I need more time.
The District Attorney has the authority to withdraw the charge in most cases.

I'm not a lawyer, but I know that a judge issues the warrants, so only a judge can lift one. A lawyer can ask for a continuance of your case, and the judge usually will grant one.

No. Only the court may do so.
But the lawyer can file a motion with the court, and make arguments asking the court to grant the motion.
