Some cemetarys are "clean cut"-- meaning they mow over the grass with large mowers or even tractors towing a mower-- Some tombstones are allowed that are tall. Those have to be edged with a weed eater-- all of this happens usually in the spring after grass starts to grow-- I got around the no flowers planted-- this way.
Grape muscari are small bulbs-look like teeny hycinths- come in blue, purple, white-- grow maybe 4 inches tall. Here in Oklahoma, they come up-- bloom, spread their seeds and die off BEFORE that first mowing-- and they are so pretty in a drift from the headstone. There are also wild poppies-- look like the
Flanders poppy in red-- another is a rosy purple.
So check with the caretaker but don't tell them what you might be doing.... that's another story.

I'd follow what the previous answer suggested. Many times you are not permitted because it is easier for the groundskeeper to mow the grass without anything in the way, including tombstones. Some stones have some sort of vase attached to the stone where you can put flowers. You just have to ask them.

Yes, but keep it small. Mini daffodils are great, deer stay away from them too. California poppies grow great from seed, and will grow in most any soil.Crocus is also a good bet. The nice thing about daffodils and crocus is that they will come back every year and spread around a little.
