Go with Stiletto HEEL!!! or maybe a pointed heel or a slip on heel maybe a strapped heel too but not those big chunky ones! Ew! lol
Black or White Heels would work lol of course if its formal
-But-
If you what to stand out and be colorful so you can make yourself and the dress noticeable Try Red Heels (also with that a chunky red necklace that would look great), a lite Pink Heel would work, or a Gold Heel (and with some gold jewelry)
Any of those colors would be HOT and GREAT!!!

If it's a fun flirty dress, strapless, and maybe a bit above your knee, you can wear either black or white high heals, opened toe.
If it's more formal, I would wear just black shoes and depending on where you are wearing it, you could wear open or closed shoes.

Black. I would go for something with a thinner style heel and 'light' appearance. Don't get anything chunky or strappy.
Pointy (or rounded) toes are always great.
A plain black stilletto would be fab.

forst get a cute black belt tha looks nice on the dress,then use the same color to mach your shoes,if the dress is silky then take sily belts with a flower on it for a cute touch!

Try a soft metallic silver, or white, but whatever you chose of either of these colors it has to be strappy barely there type shoe.

why not try a bold look? I think you'd look great in a cool lime green pair of sandals with a clutch to match. You could also try orange or yellow--especially since it's still summer. Or, how about SILVER?!!! That's really classy and cool
