I also think they sometimes dress in a very provocative way but it looks like it just isn't bothering them to show that much skin and have guys looking at them and adults saying they should change clothes.

Girls/women who like to dress provocatively, to me, are insecure about themselves in some way. They call attention to their outward appearance/body/flashy clothes because inside they are uncertain if they have any other meaningful attributes to offer somebody.

Frankly, I don't believe in the cliche, "If you've got it, flaunt it."

If you have the need to dress this way, I feel it is a personality shortcoming.

They have no morals. They don't care if their butts, boobs, and everything else is hanging out. And this includes the young teenagers. I blame the parents. If a girl is only 12 or 13 she sure isn't buying clothes with her own money.
