Rights and Responsibilities of Children and Teenagers
As a patient, you can expect to:
Be called by your name and be given the names and responsibilities of your doctors, nurses and any others who help care for you.
Have staff take the time to listen, hear what you say and value your opinions and choices.
Have friendly, caring staff and respectful, prompt treatment.
Feel safe and comfortable. If you are in pain, be given pain relief.
Have privacy during exams and treatments. Have the information about your illness kept private.
Be involved in decisions about your care and have staff answer your questions truthfully.
Have your family and friends around to comfort you and help take care of you when they are able and when it is safe.
Be provided with an interpreter or assistive device if you need one.
Have time to rest, sleep, study and play.
Learn what you need to know and do when you go home.

Well, the laws are siding with doctors over the parents in the treatment of their children, especially if the parents are choosing not to have their child treated and it is something that is life threatening. There is a case here in Wash state now where a woman kidnapped her 9 month old son from Children's Hospital because she did not want him to have surgery on his kidneys, but he would have died eventually.

The guardian or parent is normally the one who makes legal decisions for children unless the parents/guardians are endangering that child.
Without knowing the whole of your question, though, it is hard to truly answer this question.
