I'm afraid I have no information about the constitution of the Philippines.

Given that, I believe that the Proclamation was intended to protect the rights (presumably the Constitutional rights) of the citizens of the Philippines, by defending the government from revolutionary forces, both internal and external.

Perhaps if you had put forth a theory as to which rights may have been violated, it would be easier to validate your opinions.
