Its legal to be topless in New York. I see nothing wrong with it. The problem is our society isn't accustomed to that type of exposure so you don't see much of it.
If the "dogs" at the beach didn't behave like they've never seen a set of breasts before and the prudes didn't make such an issue of it you would probably see more women openly topless.
Why not? The human body is beautiful.
Not for nothing some "men" at the beach have more "boobs" than some women...lol

Being a 32F, I keep my top firmly ON as I am quite self conscious about the size of the bad boys! This is personal choice, and I don't think it is wierd if someone else wants to sunbathe topless, but I think it is a bit much in a public park. Beaches you kind of expect it, but if I was walking the dog one day and came across some bird with her baps out I might be a little surprised!! But then I live in Devon and our parks are kind of quiet. Often there will be 2 or 3 groups of people around, many of them old dears with their Bichon-Frises!!

Hey i know im a guy and all, but im ALL FOR topless sunbathing!!
I just think that women should be extremely careful when exposing their breasts for the very first time to the sun...(ive seen a few people who OBVIOUSLY havent been in the sun much and they come out like red lobsters)
So seeing as though breasts are highly sensitive, i recommend that a MORE THAN SUFFICIENT amount of sunblock is applied to them beauties, and ladies...take it easy...u not goinig to get them a nice golden colour the first time round..)

It seems STAGGERINGLY unlikely that any woman in the UK who sunbathes topless would be reported. As long as you're comfortable with being looked at, then enjoy. And if you're not comfortable with being observed, then I think the late comedian Dave allen has the answer on British attitudes.
"I'm a man. If I sunbathe naked in my back garden and my female neighbour looks out of her window and sees me, she can call the police and have me charged with indecent exposure. If she sunbathes topless in her garden and I look out of my window and see her, she can call the police and have me arrested as a peeping tom!"

That makes men bleed with high blood pressure and might make them die if you are too sexy for them to take it.
Anyway, you can do so, but of cos lying on your front. But there was a news about a year or months ago where people going to beaches naked and contact with sand often caught some kind of wormand they actually goes into your skin and wiggle around and must be taken out using operations. And if that is caught up on your boobs... then.. that would be darn painful and embarassment for quite a time. If you really want to do that, be sure to lie a tower on the sand before u even sit on it.

As I understand it you CAN go topless sunbathing, if you have a zip round your waist. Just leave your top half resting in the shade somewhere indoors. Your legs obviously will be able to take the rest of you outside to sunbathe,......the downside is you won't be able to see where you're going.

I wish America would lose it's Puritanical views on sex as well....
This country blows when it comes to sex or anything sexually related. This is the only country where you can watch Uma Thurman hack off 100 mens arms and legs in "Kill Bill II" as rated "R", but if you show pubic hair, you get an "NC-17" or porn rating....for PUBIC HAIR! Not showing actual organs - just the hair.
And then they wonder why we have the highest incidence of rape and violence out of all industrialized nations... ....uh, cuz we glorify murder and abhor sex???
