That's Gene Washington. He was a very good wide receiver for the San Francisco 49ers during the 1970's before Montana. I know he has an executive position in the league and I believe he is responsible for disciplining players (fines, suspensions). He may not have been considered for the position of Commissionaer because that position is seen as more of a business executive's position. Although it is ironic that the league that forces every team to interview an African-American for a coaching vacancy did not interview one to be commissioner.
