What printer do you have ? (model, is network or local)
What Operating System do you have ? ((XP or 2000/NT)
How is connected your printer ? (LPT, USB, Network)
Your user has administrator rights/permissions ? - that error sounds like you don't have enough right to print (to use the printer).

anyway...if is just a simple local printer and you are not within a network envrinoment try this when is not printing:

1.Double click on that small printer icon from task bar.
Click on Printer menu and you should see a check mark ONLY at "Set as Default Printer" and NOTHING (no check mark) at: "Pause Printer" or "Use Printer Offline". If still not working go ahead with step 2.
2. click on Cancel all Documents - to purge all documents from printer queue and go to Printers and Faxes from Control Panel. Delete all unnecesary print drivers and the current print driver.
3. Reboot your computer (even if you are under XP).
4. Reinstall the print driver. - is good to check if you have the latest print driver version. See the manufacturer website for it.
5. Reboot your computer and test the printer.

good luck !

Try clearing the print queue. If this doesn't work, then turn your printer off for a minute, then turn it back on and see if it is now working. If it isn't, then reinstall it onto your PC. If this still doesn't work, then you'll need to remove the hardware & reinstall it. Good luck.
