The flag of Israel was adopted on October 28, 1948, five months after the nation's independence. It depicts a blue Star of David on a white background, between two horizontal blue stripes. The color blue is mandated only as 'sky blue,' and the shade varies from flag to flag. Sometimes it is a dark, almost navy blue, other times it is a very light blue.
The flag of the State of Israel is intended to portray a Star of David on a tallit, the traditional Jewish prayer shawl.
The Israelites used an indigo colored dye called tekhelet; this dye is now believed to have been made from the snail murex trunculus. This dye was very important in both Jewish and non-Jewish cultures of this time, and was used by royalty and the upper class in dyeing their clothing, sheets, curtains, etc. (The dye from a related snail can be processed to form Tyrian purple called argaman.)

The flag of Israel consists of a white background with a horizontal blue stripe towards the top and an equal sized stripe across the bottom section. In the middle of the Israeli flag is a blue Star of David.
The Star of David (Magen David) is also known as the Jewish star and is a symbol of Judaism. The Star was officially used as a Jewish symbol for the first time in 1354. A modern interpretation of the Israeli flag states the blue and white stripes represent purity, guided by the principles of the Torah and the Star of David represents a new beginning for Israel.

I agree with Helen (ans 15) the Mogen David is the Shield carried by David, King of the Jews and the author of many of the Psalms.
Compare the defensive nature of the Israeli flag with this for the HezBULLies.

It is meant to represent the star of David on a tallit which is traditionally blue and white.
I do not know if the color has any significance though? Possibly the easiest dye to create, I don't know?

All of the above is correct:
BUT:
the two blue horizontal stripes means that:
The Israeli kingdom is between the River Nile (in Egypt) and the River Euphrates (in Iraq).
That's what the founders of Israel once said.
