They are either confused,scared of getting hurt, or scared of commitment or sometimes all three. Or maybe they are waiting until the right time to tell u how they feel

maybe because of former relationship that went bad and doesnt want repeat or they are insecure and afraid of being kicked to the curb or rejected at some point
