Because accessing the Internet is a type of networking, without the proper precautions, someone can access your computer without your knowledge or consent.
You may to make sure that you have the following things installed and running on your PC:
- A good firewall. Symantec makes some wonderful tools for this, and I would recommend all of their products for security.
- Virus software. Viruses come in many forms, along with other malicious software such as "Trojans" and like. These can do anything from corrupting and deleting files on your computer, to sending a backdoor beacon so that people can access your PC, to searching for specific files (i.e. your financial data from Quicken or Money) and sending them to someone.
- Lastly, I would make sure that you have something to protect you from adware/spyware (small programs and files that you can pick up while surfing the Internet). I recommend using more than one solution here, such as Spybot and Lavasoft's Adaware in conjunction with another tool of your choice. While no single tool (and don't believe their hype, they'll tell you otherwise) can catch it all, using a few will catch 99.9% of them.
To get the Symantec tools (Firewall, AntiVirus, etc), I would suggest going to a site like BizRate or CNet (see links below), where they've already done the price shopping for you and can find some really good prices.
For the Adaware and Spybot, checkout the next two links where you can download them for free.
Try the free ones first, and add software as appropriate until your functionality returns to normal or you have a better idea of what's causing your software issues, but I strongly recommend covering all of the bases above.

Could be a virus. Some program is executing on your computer and causing this to happen...or someone is driving it from remote. If it happens again, unplug your network cable from the computer while it happens and see if it stops. Be sure your virus protection is up to date.
It could also be a memory mapping problem of some kind. In real language, that means that one of your computer devices, the mouse, the disk drive, the keyboard, or other, is using memory that is dedicated to another program. WHen your mouse moves, for instance, it writes data to memory among other things. If that memory is already being used by the network card or disk drive, weird things happen...likel launching a program and making it act wierd.
If this is it, check the COntrol Panel -> System -> Hardware -> Device Manager
Look for yellow ! on the devices, it may be due to incorrect drivers and memory mapping errors. Reinstall drivers to fix.

If you have a stand-alone computer (no home networking) and Notepad and Paint are opening on their own, you have someone accessing your computer remotely.
You either have a trojan horse like Netbus or Back Orifice installed, or the person(s) are using Remote Desktop to access.
Disconnect your computer from the internet RIGHT NOW and seek professional assistance to find out how your computer is being accessed and to get this breech closed.

If you have two computers in your house and somebody else is on a computer then their mouse could be controlling what you see, such as the notepad and paint shop documents. If you are at work and are connected through a network, same thing, check it out.

Do you have a wireless mouse? Sometimes when the batteries are going dead, it startes clicking random things, and often it's the first shortcut on your start menu, and goes haywire. I've also had this problem on a dell laptop, where I have undocked it and hooked up a USB mouse, and it acts weird, keeps starting programs, and zooming in on things. Usually if I reboot it undocked, it corrects the problem.

On a Mac, shift/administration/3 takes a photograph of the computer screen. in case you press shift/administration/4, you could click and drag over the section you like; the photograph is taken once you launch the mouse button.
