If the 40 year old woman has an 18 year old boyfriend and neither of them is abusing the 40 year old woman's son, there is no reason why the authorities need to be involved... nor is there any reason for anybody else to be making a fuss.

She shouldn't have any problems unless the boyfriend is a sex offender or something. The age difference shouldn't have anything to do with how she raises her son as long as he isn't in any danger.
