Lead to a confused world??? Look around the world now .. it is so damned confused that good has become evil and evil is becoming good. Newspeak is the language of politics where the opposite of what is said is nearly always what is meant...
Genetic engineering wont make much different to the confusion.
But it might lead to some brilliant medical and humanitarian discoveries. It could also cause problems .... but that is a totally different discussion.

I guess that all depends on the work of genetic engineers. As an engineering student, I know that engineers are guided in their work by a very strong sense of ethics and morality, as are medical doctors. I'm not saying that doctors and engineers don't ever to anything unethical, but your typical engineer/doctor will never do anything unethical; their reputation depends solely on the quality of their work.

Also, what exactly do you mean by "a confused world"?
