But how many of the population figures you provided account for British expats living in Cebu? If it is anywhere less than 5%, then I do not think you can expect for any company to try to export the London Times in. It just will be much too expensive to do so on a lesser scale. :)

You can get the Philippine Daily Inquirer or Manila Bulletin in London due to the number of Filipinos working as nurses in UK hospitals creating demand for these (and other Tagalog) publications.

The number of people in Cebu requiring a copy of The Times (The London times does not exist) is however far less and as such the demand is not considered sufficiently high enough to warrant its availability in Cebu.

If you require a copy of the Times I suggest that you either read the online edition or subscribe to the newspaper and have it delivered to you in Cebu.

There's no London Times in Cebu's city streets.

But there are Internet cafés in Cebu and you can log-on to London Times' website to read news [that's if London Times only has their own website & if you have Philippine Pesos].

Because not half-of-a-quarter of the total population in Cebu will buy/read London Times.

Can I get Philippine Daily Inquirer or Manila Bulletin in London? Or can you get a subscription with London Times overseas, i guess not... Anyway, once you get your hands on a copy of the London Times it's already history, so as they suggested above use the net...

Are you sure there are no copies available in one of the bookstores here in cebu? try national bookstore.
if there is none probably you can subscribe in the internet..

Try the magazine stores in the malls though, I've picked up quite a few US Papers out of them. Somewhat dated but not too bad.

The way I get the British news is via the BBC website or one of the UK newspapers sites.
I've never found a UK paper here.

try the internet and check your news from there. philippines sold only local newspaper.
