I am a Pre-Pharmacy student in Allegany County, Maryland. I am looking specifically at Delaware to try to find a university to transfer into a Ph.D level program in Pharmacy, I don't not wish to be a Pharmacy Tech.

No, they don't. Sorry!
Here's a link that lists the universities that DO have a 4 year program.

Pharmacy Schools In Delaware

The only school that would offer such a program would have been the University of Delaware and, unfortunately, they do not have a graduate school of Pharmacy. I'm sorry!

However, please realize you cannot "transfer" into a PhD program. You must apply and be accepted into such a program. The Philadelphia College of Pharmacy has a PhD pharmacy program (www.usip.edu). The University of Pittsburgh has a Pharm PhD as does Dusquesne U.

But, since you're in Maryland, why not check out the University of Maryland's School of Pharmacy (www.pharmacy.umaryland.edu)? UMaryland is a great school, so I think that's worth checking out!

I hope this helps!
