Apple was the first to implement the idea of a place where old files could be put and from which they could be temporarily retrieved without unerase software. Apple called this the "trash."
Microsoft wanted a similar feature, couldn't use the word "trash," and were aiming for something with a greener look and feel. They went for the "recycle bin."
I think it also captures the recoverable nature of the folder.

Windows does have a dust bin, where do you think all the stuff in the recycle bin goes when you empty it? I'm pretty sure it is not broken down and rebuilt into new files! There must be an electronic landfill site somewhere in cyberspace where all the crap goes.

you throw dust in dust bin that is useless and not required, means it is rare that you retrieve anything from dust bin.
But the recycle allows you to recycle you things(data) in case you've delted that by mistake,
The same thing won't be proper with dust bin.

I'd like to think that in the modern age, we should all be a little more eco-consicious and remember to reuse more and throw away less.
Perhaps MS decided use this as an oppertunity to remind us to Recycle :)

Cause the dust would blow out from the fan, so it has to be turned into a block which the computer can use to turn into new things.thus being recycled.
