The weight and body measurement part of being height/weight proportionate is entirely dependent upon how tall the person is. Without you saying how tall you are, anyone's answer will be incorrect.

You need to step back and do some corrections yourself first.
There is no correct body measurements for good looking.
Healthy is BMI. Body mass index.
But even that has some exceptions.
If you haven't even figured out that there is no "correct" measurement for good looking, forget trying to quantify healthy.
