For a low cost laptop it's OK. I bought the Inspiron 1200 more than a year ago. It has a slower processor, less memory and smaller hard drive than the B130. I've been running it 24/7 since I got it and the only thing I did was upgrade the RAM.

If you're looking for a gaming computer, the B130 won't handle it. If you're going to run large apps like spreadshets, etc. it will be slow. Other than that, I think it's good.

I would say it depends on what you need it for. But in my personal opinion and as a whole I think Dell is crap. But that's another issue. As for the laptop from a spec based analysis, yes, I think it's crap. But it does depend on which model you got, not that they are any better, really. None of them offer the Core Duo processor, none of them offer dedicated graphics and none of them offer 1GB of memory as standard and even when you do select that option, it's not DDR2 memory. So from a typically spec based opinion, it is crap. It's not a laptop I would have purchased but if all you are using it for is web and office applications then I guess it is okay but there were better options out there for the price with more features.

But, I hold the opinion that if you want a good laptop the sweet spot lies in the $900 to $1500 range and I would never buy a laptop below that price because for right now, you really don't get a great, perhaps not even a good laptop at that price. All you get is a laptop that gets you Internet access and basic office functionality and would be far too limited for my purposes.
