How can I locate someone who may have left no forwarding address?

If this person did leave a forwarding address, how long would it be valid with the post office?

Mail is forwarded for 12 months. For the following six months the mail is returned to the sender but a notice is sent to the addressee. After 18 months all address information is wiped from the computer.
