because thea educational shows started to get boring so producers thoght if they added more violence they would have more viewers

Also, I think a lot of anime is now targeted at an older audience. Notice the ratings at the beginning of each show. (Example: Pokemon (TV G) vs. Samurai Champloo (TV 14-MA) It's all about marketing too, the longer the viewers stay around, the more they are likely to purchase videos, manga, and overall memorabilia of their favorite shows.

I would assume you are talking about anime.

Cartoons are surreal anyway and the violence is almost disconnected from anything else (I'm thinking Samurai Shamploo and FLCL).

Others are so extreme in the action that they lack any negative impact (BoBoBo-Bo Bo-BoBo)

Because kids have become so desensitized that they need something to grab their attention. And apparently more violence does that.
