On most Windows OS, you can goto Run menu from Start menu, type "Cmd". Dont try Command. It fires up older command interpreter.

Search your pc for cmd.exe file.

Go to Start on the Desktop. Click on Run.
Type cmd. Press enter.

If the shortcut is missing from the start menu then you can launch it with

Start -> Run

Type in cmd and press return.
