I'm assuming this is an in-ground pool. With less than a foot of water in the pool, virtually all pump systems will not be able to pump that water out. You have to have what is called "net positive suction head" to pull water through the pump. That is a a fancy term to describe the minimum pressure you need in the suction of the pump to keep it primed and pumping.

Your best alternative will be to rent a submersible pump that you can drop into the pool and pump out the water.

At this point, I can assume that you already lost the prime on the filter pump. Your best bet is a submersible pump, now.

If it is a pop-up pool, disconnect the suction hose from the strainer and use the hose to suck the water out. Run the discharge hose to ground or ditch or sewer.

This is one great little pump. I've abused mine and it keeps on chugging along. It works with a common garden hose.
