a carnival is better, you have games to play , rides, cotton candy, candy apples , all types of foods...some have side attractions , so u get to see weird things..

Best is a personal judgement. As for me the Circus denotes that you sit and allow them to entertain you where as the Carnival you travel from booth to booth entertaining yourself. Carnival has always entertained me just fine.
