Nadia - the main character is black
There's a house guard in Hunter x Hunter that is black. I forget her name, but there was a battle between her and Gon that took two episodes.
One of the main characters in Bleach is Mexican (not black, but non-white at least).
Blacks in anime are rare because most anime take place in Japan or a Japan like place (which has almost no black people). Films that include foreign locations or Americans will often have black people.

One of the death god captains in Bleach is black. He's really cool; but then again, nearly all the captains are. There's also another character, named Yoruichi, who's black.
There are also several minor characters in Cowboy Bebop who are black.
I could also cite the Boondocks, although they're not technically anime. They resemble anime characters, though.
A couple characters in Eureka 7 are black as well.
There aren't any black people in Japan, really, so they're not seen too often in anime. But they do exist.

In an anime called Bleach (spoilers ahead guys, so if u watch Bleach and don't wanna know bout future happenings, stop reading!!) there are quite a few black characters, namely Yourouichi(former 2nd Division captain), Tousen (former Division captain) and Don Kanonji (spirit medium, BAWHAHAHA!!!!)

These characters are black, there are a lot of characters that have slightly dark skin, but they look like they originated from India or other countries instead of Africa, so they shouldn't be lumped in.
