I would think it's more related to your area so I would start off by calling your municipal waste authority and ask them. Cities/towns vary in regards to the recyclable material they are set up to take.

I think I'm more concerened with reversing the theory. Re Cycle clean air,,, through your Lungs.
Second to that would be NOT buy cigarettes, and allow the recycling to begin long before the substance of any cigarette pack is produced.
